, has said he has reached out to joe biden, the vice president, and not incidentally the president of the senate in that capacity. he has had a couple of conversations with him according to republican senators, one, just within the last hour, at least one, when mitch mcconnell left a closed door luncheon of republican senators to speak with joe biden by phone. we understand that joe biden, our crack white house team, put eyes on him going into the white house about 1:45 this afternoon. he was in delaware yesterday. seems unlikely at this point that biden would make the trip up to capitol hill for any face-to-face negotiations. democrats say this is simply a ruse, mitch mcconnell trying to go around harry reid, the democratic leader here and appealing to joe biden, trying to make it look in democratic estimation as if republicans are going the last mile, but, look, we're stuck. we're nowhere at this point. there was a major setback earlier. you mentioned it, the so-called chained cpi. a lot of people tweeted me and said what the heck is that? simply a revised way of adjusting cost o

more time at what is being discussed now. mitch mcconnell and joe biden talked into the wee hours until 12:30 last night and 6:30 this morning. $450,000 as the threshold for couples, $400,000 for individuals over which your taxes would go up about four percentage points. estate tax compromise. this is something democrats want as well because the estate tax is due to zoom up to 55% on estates more than $1 million if they're passed and nobody wants to see that happen. they are trying to work on a compromise. unemployment, insurance benefits. obviously something urgent for millions of people collecting and the long-term unemployed who have been unemployed for quite sometime. delaying that sequester. this is what i'm talking about. they're talking about delaying it perhaps three months. this is the ultimate kicking the can down the road. remember the sequester is what got us to this point to begin with. it was supposed to be trigger, the guiotine hanging over the necks of the members of congress to git them to do something by tonight. we only have about 13 more hours. one more thing to show

president joe biden was called in by mitch mcconnell, who said he needed a dance partner in all of this. guest: if you remember on friday, the president said he was going to turn over the lead to senator reid and senator mcconnell to work out a deal that could pass the senate and that he would sign on to whatever deal that was. senator reid and senator mcconnell were not able to reach that deal. the negotiations between them have turned increasingly bitter and senator mcconnell basically said that he could not work with senator read anymore and reached out to joe biden and ask him to resume the role that he has had in previous negotiations. the arbiter, the deal maker. joe biden had not been as involved atoll has returned to washington and is now part of the negotiations in a way that he had not been expected to until yesterday. host: what will the house and senate be voting on today? will there be an agreement on the fiscal cliff or an alternative plan that would continue unemployment benefits and keep taxes at the bush era level? guest: i'm not sure that anybody knows. and that includ

connell and vice president biden. but up until friday, senator mcconnell, the republican leader, hadn't been consulted, hadn't been advised, hadn't been involved in any of this. so he gets the call at the last minute to try to come in and sort of rescue this, starts a negotiation that goes over the weekend, and then saturday night makes a proposal to the senate democrats and was told that we'll react to your proposal by 10:00 sunday morning. 10:00 sunday morning passes, 11:00, noon, 1:00, 2:00. he comes to the floor and says we haven't heard back. then the majority leader says look, we don't have a counteroffer. we don't have a proposal. so senator mcconnell then gets on the phone with vice president biden, and that's now where those discussions are occurring. they're occurring between vice president biden and senator mcconnell. but my point, mr. president, is this, there are two people in a room deciding incredibly consequential issues for this country while 99 other united states senators and 435 members of the house of representatives, elected by their constituencies to come to washington

president biden and mitch mcconnell. there's some concern among democrats who have heard that the income threshold for tax rate increases may be going up to 400, 450, $500,000. a source familiar with the talks just phoned me to say the democrats are only considering that under a couple of conditions. one is that if the threshold goes up to that level, the top income tax rate would go all the way back up to the clinton era rate of 39.6%. not some mid point of 37% talked about a couple of weeks ago. secondly, that it would be accompanied by more revenue from the estate tax than is happening under current policy. remember, current policy is 35% tax on estates of $35 million or more. democrats are going to be insisting on somewhat more revenue than that, if not all the way up to the level in president obama's budget. finally, that an agreement would include a significant extension of unemployment benefits. remember, there are 2 million people who would lose about $300 a week if this fiscal cliff passes and there's no deal whatsoever. guys, back to you in d.c. >> all right. john harward, than

revenues whatsoever. we had meetings with the vice president, biden and cantor. cantor walked out of those meetings. he is the majority leader in the house. we had the gang of six, the gang of eight. we had this super committee, and they were doing good things, good things, dealing with entitlements and revenues. and a week before they were to report, buy virtue of statute, i get a letter signed by virtually every republican, too bad about the super committee, we're not going to do anything with revenues. so this is not a capsule of a couple of days. this has been going on for years. they cannot cross over the threshold that has been built by grover norquist. people who are rich, who make a lot of money, they are not opposing raising the taxes on them. the only people in america who don't think taxes should be raised on the rich are the republicans who work in this building. so any time the speaker and the republican leader come to the president and say we have got a deal for you, the president's door is always open, and mine is, too. mr. mcconnell: mr. president? the presiding officer: th
